"The police said he (Lance McCausland) was weaving back and forth on second street running stop signs (on his bicycle) .Then when they turned on the siren,and lights,Lance turned around ,and you know lance he thought it was for something else,so he turned around and kept riding,they tackle him and make a arrest." ~ Dino McCausland "December 18, 2013 "Lance was arrested yesterday in Neptune Beach for doing what he loves riding his bike. Apparently he ran thru a stop sign. Not thinking they want him to stop he kept riding and they tackled him to the ground and arrested him:( I know all the local know Lance, he is over 60 years old and mentally challenge and he would ride his bike from one end of the beach to the other for 50 years..." -Davidson

This is crazy!! Lance has lived at the beaches and has been riding his bike for years. Really NB police. You should be ashamed of yourselves.

I grew up in Neptune Beach next door to Lance and have known him for 40 years! I have never known him to be anything but a gentle person. He was tackled? For what? And in Neptune Beach? Must have been a newbie because Lance is a beaches icon!

UPDATE: OK, So talked to the chief. They way he explains the incident, it was just unfortunate. I think NB Police and The Mccauslin's will learn from it. The NB Police chief welcomes anyone to call him to hear their side. Anyone can call Chief Sembach direct at 270-2424. Also The arresting officer was NOT a rookie, but a night shift officer not aware of Lance and his mental capacity.

He displayed poor judgement in the line of duty. If we as citizen's display poor judgement there is coincidences. I would like to know how the Mccauslin's are to learn from this? Lance did nothing more than what he's done for 40+years in the same area. Assualt of handicapped people is a felony why does the law only apply to citizens?

According to the Police chief, Lance had no form of ID on him and failed to stop when the officer instructed him to do so.

What rights do the cops have? None... A man on a 3 wheeled bike is not a threat, and the force used was excessive. I hope he gets a Televised apology!!!

That is sickening to know that the Neptune Beach police are making excuses for the officer!!!!!!!! You are trained as a office to be able to tell the difference in people and anyone who doesn't know Lance can tell just by conversation he is mentally challenged I mean really he is on a three wheel bicycle for crying out loud!!!!! Ughhhhhhhh I am so mad and disgusted to think this is how the beach is turning out!!!!!! And then to say that Lance and the family should learn from it yeah they learned that a sweet old man who collects cans and rides his bike isn't safe from the Neptune beach police force!!!!!!

All are not bashing the local police. I respect many that serve and many that have served. Some officers names above are very respected. I personally think this could have been handled with less physical force. What can be learned is the value of long time local officers that KNOW the people they are protecting and their habits. I still think the officers should publically apologize to the McCauslins and we the residents of NB should accept and move on.IMO.
