Construction to Begin Next Week on Operational and Pedestrian Improvements at Atlantic Boulevard and 3rd Street
JACKSONVILLE, Fla. – Construction is scheduled to begin Jan. 3, 2022 on operational and safety improvements at the intersection of Atlantic Boulevard (State Road 10) and 3rd Street (State Road A1A) in Atlantic Beach and pedestrian improvements at the 3rd Street/Bay Street and 3rd Street/15th Avenue N. intersections in Jacksonville Beach.
Planned improvements at the intersection of Atlantic Boulevard and 3rd Street include:
• Lengthening the existing raised median on 3rd Street to eliminate the southbound 3rd Street to eastbound Lemon Street left turn movement.
• Making the inside two lanes of northbound 3rd Street left turn only, with the option to turn right or proceed straight through the intersection from the outside lane.
• Adding a raised lane divider to southbound 3rd Street to provide a crosswalk refuge point for pedestrians crossing 3rd Street.
• Widening the right turn from eastbound Atlantic Boulevard to southbound 3rd Street to prevent vehicles pulling trailers from encroaching on the sidewalk/pedestrian landing.
• Milling, resurfacing and restriping approximately 900 feet of pavement through the intersection.
• Installing new pedestrian lighting at the northeast, southeast and southwest corners of the intersection.
Additional pedestrian improvements include:
• Installing Pedestrian Hybrid Beacons on 3rd Street on the south side of Bay Street and on 3rd Street on the south side of 15th Avenue N.
• Milling, resurfacing and restriping approximately 60 to 120 feet of pavement at each location.
• Providing crosswalk refuge points for pedestrians in the medians and bulb outs at crosswalks to prevent vehicles from parking in crosswalks.
• Installing additional lighting and drainage.
FDOT selected American Lighting and Signalization, Inc. to complete the $1.9 million improvements by summer 2022, weather and unforeseen circumstances permitting. Lane closures for construction activities on the Atlantic Boulevard and 3rd Street intersection improvements will be restricted to 10 p.m. through 8 a.m. daily. Single lane closures will be permitted at all times for the pedestrian improvements at 3rd Street/Bay Street and 3rd Street/15th Avenue N.
